    Position Summary:
    Serve as a member of the Human Resources Department leadership team, providing guidance on HR programs and supervision of various processes, while contributing to cooperative processing by department staff resulting in best practices, and achievement of identified key performance indicators and excellent customer service. This position is specifically responsible for leading and directing the recruitment, employment, onboarding, and retention of employees. The incumbent will advise and consult with district leaders, managers, and employees on the district’s HR policies and guidelines as well as applicable federal and state laws to ensure ongoing clarity and compliance.
    Essential Duties:
    • Sources candidates for all positions across the district through university and community partnerships, as well as by developing pipelines through other less conventional methodologies.
    • Oversees and administers the posting, screening, and selection of qualified certified applicants and employees
    • Supervises and performs the initial recruitment and works with site and/ or department supervisors and other hiring officials in final selection procedures of personnel.
    • Works with hiring supervisors to ensure equal opportunity hiring, administration of policies and other benefits for employees and applicants.
    • Ensures prompt and efficient onboarding of new hires in a manner that provides new employees with a positive first experience of the district.
    • Oversees compliance in the areas of certified staffing with the Collective Bargaining Agreements and positive employee relations.
    • Selects, trains, develops, and evaluates the staff members within the assigned groups that report to this function.
    • Ensures all processes comply with local, state and federal requirements in the area of accreditation and onboarding.
    • Provides comprehensive support and counsel to Managers and all HR personnel on compensation related activities such as strategic new hire offers, promotions, new positions, initiating and updating job descriptions, budget allocation and top talent retention.
    • Performs classification reviews, prepares and updates job descriptions, job postings, and assists with analysis of proper pay assignment of position using both external and internal factors including labor agreements.
    • Promotes human resource commitment to continuous improvement by contributing to and supporting HR strategic goals and objectives.
    • Assists in leading the change process and evaluating HR contributions to overall organizational effectiveness.
    • Guides and directs the recruiting and hiring process, providing input into the selection of internal and external hires.
    • Coaches and mentors managers on HR processes and procedures.
    • Drives employee engagement and promotes a team-oriented, supportive culture.
    • Supports learning and development programs ranging from employee individual development plans to business unit learning forums.
    • Partners and collaborates with all HR teams as well as cross functional groups (Operations, Finance etc.) to ensure our workforce has the ability to achieve business goals and objectives.
    • Ensures all processes comply with local, state and federal requirements in the area of employment.
    • Performs other duties as assigned.
    Job Specifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
    Minimum Qualifications (Knowledge, Skills and/or Abilities Required):
    • Bachelor’s Degree in Human Resource Management, or related field required.
    • Five (5) years of progressive HR or School Administrator experience required.
    • Previous experience working with Union environments is preferred.
    • Previous experience working in the education industry preferred.
    • Through knowledge of current legislative employment trends and application.
    • Proven ability and track record of working cooperatively as a team member and partner with managers, human resource professionals and employees.
    • Excellent coaching, counseling and negotiating ability.
    • Superior verbal and written communication and relationship skills with strong customer-service orientation.
